WHS Consulting — Sydney, Illawarra & Central Coast
Site safety audits, SWMS, guarding reviews and SafeWork notice response for NSW construction and industrial businesses, delivered by someone who has managed real crews, real risk and real regulators for over 40 years.
In short: Astute Safety Mentors provides practical WHS consulting to NSW construction, industrial and multi-site businesses (site audits, SWMS development, guarding reviews, incident investigation and SafeWork notice response), built around how your business actually operates, not a generic template.
Most of Jim’s clients get in touch at one of three moments. The sooner you call, the more options you have.
You’ve been issued a SafeWork notice
An improvement or prohibition notice has landed and you need someone on-site quickly to respond properly, close it out and stop it happening again.
A tender or client audit is coming
A head contractor, principal or client is asking for SWMS, WHS management plans or evidence of compliance and your current paperwork won’t stand up.
You want to get ahead of it
No notice, no incident… yet. But you know your systems, inductions and site behaviour aren’t where they should be, and you’d rather fix it before something forces you to.
Coaching for the people who set the tone: directors, operations leaders, site managers, supervisors and leading hands.
Site Safety Audits & Inspections
An independent set of eyes across your site (physical hazards, systems, records and behaviour), with a clear, ranked action list you can actually work through.
SWMS Development & Review
Safe Work Method Statements that describe how the work actually gets done. Usable by the crew on the tools, defensible if a regulator turns up.
SafeWork NSW Notice Response
Improvement or prohibition notice? Jim helps you respond properly, evidence what you’ve fixed and put controls in place so it doesn’t happen again.
Incident & Near-Miss Investigation
Root-cause investigations that go beyond blame so you learn what actually happened, fix the real cause and can show due diligence.
WHS Management Systems
A right-sized WHS management system (policies, procedures, registers and forms), that fits how your business actually runs, not a 400-page shelf-warmer.
Contractor & Site Inductions
Inductions and toolbox content that supervisors and subcontractors actually engage with, not a click-through that everyone signs and no one reads.
Why work with Jim
Jim Neilson spent over 40 years working his way from metallurgy trainee to shift foreman to operations manager at BlueScope Steel’s Port Kembla Works, one of Australia’s highest-risk industrial environments. A workplace fatality early in his career shaped a lifelong commitment to safety that isn’t about ticking boxes.
By the time Jim left the steelworks, his section had achieved over seven years without a lost-time injury, and his group contributed to more than 7 million lost-time-injury-free hours across the wider operation and were recognised internally as BlueScope’s Best Performing Group.
From the first call to a system that keeps holding up when the regulator, the head contractor (or the crew) turn up.
Initial call
A straight chat about what’s triggered the need, whether that’s a notice, a tender, a near-miss, or getting ahead of it.
On-site assessment
Jim gets on the ground to see how your site actually operates, not just what the paperwork says.
Tailored plan
A prioritised roadmap (audit actions, SWMS, procedures or notice response), built around your business.
Implementation
Jim works with your supervisors and leaders to embed controls, not just document them.
Ongoing support
Regular inspections, refresher audits and mentoring to keep your systems and culture defensible over time.
Just been issued a SafeWork notice?
Time matters. Call Jim directly on 0403 298 832. He’ll walk you through the immediate steps before we even talk fees.
Astute Safety Mentors works with owners and operations leaders who are accountable for real people on real sites, where the WHS decisions actually matter.
“You were engaging, heart-felt, thought provoking and absolutely relevant and on-message. You could have heard a pin drop and I know you got us all thinking about our own roles as safety leaders and which of the conversations we would rather be having. I have heard some great feedback from our teams and I think they really appreciated the ability to take some time out of their busy working lives and think about safety through some different lenses.”

Executive General Manager, Genesis Energy
For NSW clients in Sydney, the Illawarra and the Central Coast, Jim can usually be on-site within 24–48 hours for a notice response. Call directly on 0403 298 832 rather than emailing if the clock is ticking.
Both. Most clients already have SWMS. Jim reviews and upgrades them so they describe the actual work method, not a generic template. Where SWMS don’t exist for a new activity, he writes them with your supervisors so the crew actually recognises the job.
No. The whole approach is right-sized. A working director with 8 crew doesn’t need a 400-page management system… they need controls that actually run in the background of a busy job. Jim scopes the engagement to match.
Sydney, the Illawarra and the Central Coast are the core service area, with regular work across the Hunter and NSW South Coast. Happy to travel further for the right engagement, so mention where you are when you enquire.
Yes. Many clients start with a WHS audit or notice response, then move into ISO 45001 (and often 9001 and 14001) once the fundamentals are working. Jim’s ISO accreditation service picks up cleanly from any WHS work already done.
WHS consulting is the foundation. Most clients extend into one or both of these:
ISO 45001, 9001 and 14001 accreditation support, integrated management systems and OFSC compliance for federally funded projects.
Coaching for leaders and supervisors so the safety systems you’ve built actually hold up when no one’s watching.
Book an initial conversation with Jim. No obligation, no jargon. Just a straight discussion about where your business is at and what would actually make a difference.
